I enclose the draft conditions on which it

is proposed to grant the site in West End Park, In clause

(f) it is laid down that the restricted use of the land may be modified by the Governor-in-Council. By clause (g) the

Government is liable for no payment for the Remaining Port-

-ion of Inland Lot 1096 in view of the larger area to be

granted. In clause (1) the Building Covenant is £150,000.

It is not usual to make these covenants the whole value of

the buildinge to be erected, but the loan of $60,000 would

only be made if buildings to the value of at least $200,000

are erected,
